The Legal Empowerment Programme consists of Urban Legal Intervention Programme (ULIP) based in urban set up, Rural Legal Intervention Programme (RULIP) based in rural set up and Tribal Legal Intervention Programme (TRILIP) based in tribal set up. The ULIP which is presently underway in Urban Slum Area of Cuttack Municipal Corporation and Bhubaneswar Corporation have focused on the one hand to improve the institutional capacity of the urban governance system to enable them to effectively serve to the poor and marginalized and on the other hand directly empowering urban poor to seek and demand rights and entitlements. Rural Legal Intervention Programme (RULIP) focuses on promotion of good governance in a rural setting. It takes law to the rural household and communities for protection of rural entitlement. The projects of CLAP meant for rural areas find expression through RULIP. The RULIP is being implemented at Badamba Block of Cuttack district. The Tribal Legal Intervention Programme (TRILIP) operates in Bansapal Block of Keonjhar district is a strategic intervention of CLAP to address the issues of marginalization, exclusion and deprivation through legal support in empowering tribal communities and advocacy for improved governance towards tribal development.
