Manager-Advocacy

Position: Advocacy Manager.

About the Organisation:  The Legal Service Institute managed by Committee for Legal Aid to Poor in short CLAP,  is a public interest law organization with a mission to render legal services pro-bono to strengthen access to justice and undertake juridical advocacy for legal reform. It originated in the year 1982 to broaden the horizon of legal aid to poor to overcome poverty. Over the years it evolved as a specialized organization in the field of law and justice. Broadly the Legal Service Institute endeavours to eliminate injustice from the society and engaged to promote justice.  Through its strategic legal intervention, the Legal Service Institute re-affirms its commitment to strive towards progressive realization of fundamental human rights with dignity of individuals and the communities in its manifold manifestation. While doing so it aims to bring about good governance based on rule of law through strategic application of law which is equitable, transparent and accountable as well as gender responsive.

Position Overview: The primary responsibility of the Advocacy Manager involves overseeing the implementation of law based advocacy (legislative, judicial and executive) strategies of the organisation. He/she must have extensive experience in policy analysis, promotional and advocacy work on various legal issues.

Education/Experience Requirements:  A candidate must possess a Master degree in Public Policy, MSW, LLM, development studies, or related areas and must have at least 3 years experience in planning, managing and implementing advocacy projects in development sector or similar position.

Skills:  Excellent research writing and public-speaking skills, effective written and verbal communication skills; budgetary management skills; problem-solving, leadership, organizational, analytical and interpersonal skills; and advanced knowledge in computer applications. He/she must   be able to work effectively independently and with a team. 

Specific work elements: Leading and managing processes of a strategic advocacy plan; brainstorming with team members at all stages of plan formulation; supervising the work of outside consultants and suppliers; setting up financial systems and overseeing project budgets; proposing and lobbying initiatives for the organization; writing, publishing and disseminating advocacy briefs and research reports; developing policy work and activities; discussing and implementing organization principles; preparing  proposals for fundraising; overseeing the fulfilment of donor-funded advocacy projects; revising policies related advocacy; and preparing reports, among others.

Honorarium: INR 25,000 per month (Consolidated).

Appointment: Initial appointment for a period of 2-year (Extendable) with 3-months of probation period.

Reporting Authority: Project Coordinator who is the Chief Executive Officer of the Organisation.

Education/Experience Requirements:  A candidate must possess a Master degree in HRM or MBA (HRM) and must have at least 3 years experience in development sector or similar position.

Specific work elements:   Develops HRD Polices and Pay Structures with benefits, mmaintains management guidelines by preparing, updating, and recommending human resource policies and procedures.  Maintains historical human resource records by designing a filing and retrieval system; keeping past and current records. Maintains human resource staff by recruiting, selecting, orienting, and training employees. Maintains a pay plan by conducting periodic pay surveys; scheduling and conducting job evaluations; preparing pay budgets; monitoring and scheduling individual pay actions; recommending, planning, and implementing pay structure revisions. Ensures planning, monitoring, and appraisal of employee work results and discipline employees; scheduling management conferences with employees; hearing and resolving employee grievances; counseling employees and supervisors. Maintains employee benefits programs and informs employees of benefits; recommending benefit programs to management; directing the processing of benefit claims and awarding benefit contracts.

Position Overview: Manager of Finance and Accounts shall be the head of the Central Finance System and Finance Division of CLAP. He/ She shall discharge in general the following functions: a) Preparation of Monthly and Annual Budget and Annual Audited Statement of Accounts. b) Preparation of Quarterly Financial Report. c) Coordinate and arrangement of Internal and External Audits. d) Verification of financial statement and reports of field office. e) Financial monitoring. f) Preparation and filing of various financial returns of the organization like Income Tax Return, FCRA Return, TDS Return with the help of Auditor. g) Verification of Monthly Salary Statement of Staff. h) Preparation of clarification note/notation, revised budget, variance analysis report for donors as well as Executive Committee. i) Compliance of financial report for donors. j) Verification of all advances for approval of Project Coordinator, (k) Financial Budgets and Cash Forecasts – Implement, analyze, track and ensure alignment with program strategies, (l) Formulate periodic MIS Reports to highlight variations from Budgets and Cash forecasts to enable Management & program teams take informed decisions.

Education/Experience Requirements:   Bachelor’s Degree in Commerce or equivalent accounting, management, etc.  Preference will be given to person having Post Graduate in commerce or MBA (Finance) or Management (Finance). A minimum of 3- years of experience in NGO accounting field or relevant sector.

Skills:    Adept at using Microsoft Office applications – word, excel and other accounting software, Working experience in Tally 9.

Position Overview: The primary responsibility of the Social Mobilisation Manager is to mobilise people and community, raise awareness and organise the community member and leader on different issue.

Education/Experience Requirements:  A candidate must possess a Master degree in Social Work (MSW) and must have at least 3 years experience in development sector or similar position.

Skills: :  Excellent adoptability and public-speaking skills, design awareness material, effective written and verbal communication skills; budgetary management skills; problem-solving, leadership, organizational, analytical and interpersonal skills; and advanced knowledge in computer applications. He/she must   be able to work effectively independently and with a team. 

Specific work elements:   Conduct baseline research of selected communities, and continue to monitor social change and new social information relevant to community empowerment. To identify potential leaders and/or organizers. To identify and encourage potential leaders about social issues under specific project.  To design awareness programmes and campaigns for community mobilisation. Undertake people centric Advocacy for social change.  Conduct regular meetings    with community members to discuss program objectives, mobilize community participation and act as a mentor throughout the planning and implementation processes.   Guide the formation of representative community working groups.  Ensure that the communities are continuously involved and kept up‐to‐date with priority project developments.   Collect, compile and submit all monitoring and evaluation data required to document project activities. To assist community members to identify needs and to generate solutions, identifying priority issues and to analyse their problems. To encourage and stimulate community members to organize for action aimed at solving their problems and to plan, implement and monitor action that they define themselves. To provide community leaders with management skills and knowledge in getting community members interested, organized and motivated. To develop trust, tolerance and co-operation among community members. To assist the community in obtaining available outside resources, warning of the negative effects of becoming too dependent upon outside resources.
