Dr. Bikash Das
President, CLAP.
Dr. Das has served CLAP since 1994 in different positions like Executive Vice-President (1994-2007), Executive President (2007-2011) and President (2011-2014 & 2017 onwards). He possesses a Doctorate Degree in Law and Governance from India’s premier institution Jawaharlal Nehru University, New Delhi. He served as the Advisor to the Commissioners of Supreme Court of India on Food Right between 2003-2006. He was a member of Editorial Board of India’s first Human Right magazine titled Combat Law. He was also appointed as a member of the Enquiry Commission by Govt. of Odisha for investigation into corruption in social security schemes. Besides, he represented in many international conference and Parliamentary Committees on subjects of Law and Human Rights. He is one of the first groups of professionals in India trained in law and governance. He has published several legal research papers and founded institutions to deal with law and justice.
Prof. P.K. Sarkar
Chairperson, General Body of CLAP.
Prof. Sarkar was the former Head of the Department of Law, Utkal University, Bhubaneswar. He initiated a course on Human Right for Law Students in the Utkal University in the year 2000. He has to his credit several research publications especially in the field of human rights law. He is widely known for his contribution to the field of human right in Odisha state.
Prof. Karnadev Muduli
Member, CLAP.
Prof. Muduli had been teaching law in The Law College, Cuttack for over 30-years. He was instrumental in promoting legal literacy movement by preparing more than 60 publications in local language in a demystified language. He was the Founder Vice President of CLAP.
Prof. Chinmaya Haldar
Member, CLAP.
Prof. Chinmaya Haldar had been teaching law in The Law College, Cuttack for over 30-years. His area of specialisation is Human Right and Constitutional Law. He has been credited with several publications and is a Resource Person cum Trainer on the subject of law in different Law Institutions of Odisha like Odisha Judicial Academy. He is one of the Founder Member of CLAP.
Bhaktabatsal Mohanty
Member, CLAP.
Sri Mohanty is a Gandhian Social Worker and a lifelong grassroots social activist. Presently, he is working among primitive tribal community in various parts of India for Protection of their Human Rights. Sri Mohanty’s has made significant contribution in the field of realisation of Forest Rights conferred on Scheduled Tribe and Forest Dwellers. He was one of the Founder Member of CLAP.
Sukeshi Oram
Member, CLAP.
She was a Member of National Commission for Women, New Delhi for a period of 3-years between 1997 to 2000. She was the former Chairperson of TRIFED, a Public Sector Undertaking of Government of India. She was also the Chairperson of Tribal Development Cooperative Corporation of Government of Odisha.
Nibedita Mohanty
Member, CLAP.
A Clinical Psychologist by profession, Mrs. Nibedita Mohanty has made significant contribution in the field of Mental Health and SRHR as a Human Right. She has written several papers on the theme of Mental Health and SRHR. She has conducted regular training programme for capacity building of Legal and Medical Professionals on the above theme.
Hrudaya Ballav Das
Member, CLAP.
Mr. H.B. Das was a former Special Judge, C.B.I. and a former Prof. of Law in Lal Bahadur Shastri National Academy of Administration, Govt. of India, Mussorie. Prior to it he headed the then Odisha State Legal Aid and Advice Board as its Member Secretary. He is a prolific writer and columnist on topics of Democracy, Human Right and Law
Purusottam Sahoo
Project Coordinator cum Ex-officio Secretary, CLAP.
Mr. Sahoo is the Secretary to the Board of Management and Chief Executive Officer of CLAP. A trained Law Graduate who has been associated with CLAP since 1991, he has a long experience in Project Formulation and Implementation, Monitoring, Evaluation and Documentation of Learning. He has wide exposure into civil society activism especially in the field of protection and promotion of Human Rights.
